This learning brief captures insights generated through the Executive Lab Forum at KUMPUL Connect for Change 2025, which was facilitated by the KINETIK Sweef Entrepreneurs Program. It is intended to guide program partners and financiers on practical steps that improve access to appropriate finance for women-led green MSMEs.
The session served as a collaborative platform to explore how financial systems can evolve to empower women as both economic actors and agents of resilience.
The discussions, structured through a World Café format, revealed four systemic themes:
- Scaling Inclusive and Gender-Lens Financing
- Measuring Impact and Strengthening
Accountability - Creating Enabling Conditions: Policy and Governance
- From Case to Action: Enterprise Readiness
Across all themes, participants converged on three key insights:
- Gender-responsive finance must shift from participation to power: enabling women’s agency in decision-making.
- Ecosystem collaboration is the new infrastructure: sustainable change requires coordination across government, finance, and civil society.
- Localisation is key: inclusive finance models must be flexible and context-driven, responsive to regional and sectoral diversity.
The report proposes three pillars for a national gender-responsive finance ecosystem:
- Adaptive Policy and Institutional Incentives – enforcing existing frameworks through fiscal incentives and shared metrics.
- Blended and Flexible Financing Structures – bridging micro to growth capital through public private–philanthropic partnerships.
- Ecosystem Readiness and Data Accountability – building enterprise capacity and shared measurement systems to ensure transparency and sustainability.

By reimagining finance as an ecosystem where women’s leadership, data transparency, and collaboration intersect, Indonesia can move towards a future where inclusion is not a moral imperative, but a competitive advantage.
